Owning a site for six months to apply for google adsense rule by google is generally for those people who lived in China and India and some other countries. From google:

The complication here is google will not specify the other locations. Google only highlight china and india with some other locations. We do research and also see google support forum to get answer that what other locations are where this rule is applied but get no specific answer. So my suggestion is that no matter if you are not from India or china you should have to owned your site for atleast 5 months before applying to google adsense. The objective of this rule is to tell publishers that they must have a well-established website before they apply for google adsense.
